Decree 37/2015 on construction contracts (as amended by Decrees 50/2021 and 35/2023) caps advance payments at 50% of contract value at signing (Article 18.5, as amended by Article 9.2 of Decree 35/2023). Advance payments must be fully recovered by the time cumulative payments reach 80% of the signed contract value.
